Carrie Chapman, Senior Director of Litigation and Advocacy
As the Senior Director of Litigation and Advocacy, Carrie oversees litigation, legislation, and administrative advocacy while assisting program directors in supervising legal work. She also uses her experience at building and sustaining medical-legal partnerships to foster new relationships. Carrie has extensive experience serving people in poverty through litigation. Prior to her time at Legal Council, Carrie directed the public benefits practice group at LAF where she supervised a 25-person team working on public benefits advocacy. She also litigated complex cases on hospital charity care. Currently, she teaches Poverty Law at DePaul University School of Law as an adjunct faculty member. She received her BA from the University of Michigan, MA in American Studies from Yale, and her JD from the University of Texas.
